Harmizan brings over 25 years of experience in community service, having served on the boards of directors of multiple charities and social service agencies. He previously held key leadership roles as Deputy President of LBKM and Head of the TAA Trust Fund Executive Committee.
He currently serves as Vice Chairman of PA MESRA and as a Member of the Malay Language Council of Singapore at the National Heritage Board. At the grassroots level, he is Chairman of Sembawang CC MAEC, Vice Chairman of the CCMC, a member of the Sembawang Central CCC, and Chairman of M3@Woodlands (Sembawang GRC).
Professionally, Harmizan works in business development at a legal firm, with prior experience as a Chief Operating Officer, Executive Director of an IPC charity, and Operations Lead Engineer at a multinational corporation.
Ridhwan Bin Mohd Basor

Ridhwan Mohd Basor is a policy and technology governance professional with over a decade of experience working at the intersection of public policy, digital platforms, and social impact. He previously served at the Islamic Religious Council of Singapore, where he developed strategies addressing online harms, social cohesion, and counter-violent extremism. He was also the co-founder of Muslim.sg, one of the leading online platforms serving the Singapore Muslim community.
He later worked in the technology sector, serving as Global Trust & Safety Policy Manager at TikTiok (ByteDance), where he contributed to the development of policies governing harmful content on safety & civility. He is currently the Director of DigitalWell.ai, a training and consultancy focused on responsible and effective AI adoption.
Ridhwan holds a Bachelor’s degree in Political Science from the National University of Singapore and a Master’s degree with Distinction in Islamic Political Thought from the International Islamic University Malaysia. He is currently pursuing a Master of Studies in Social Innovation at the University of Cambridge, where his work explores how technology and governance frameworks can support inclusive and sustainable social impact.
He has received several recognitions for his contributions to public service and the social sector, including receiving the Public Service Exemplary Innovator Award and being named to the NCSS 40‑Under‑40.
His current focus is on the responsible use of artificial intelligence for social good, particularly in enabling human-centred digital transformation and helping organisations future-proof their governance, operations, and service delivery in an increasingly AI-driven world.
Zulaifah Binti Abdul Ghani

Zulaifah is a strategic finance leader and advisor with over 30 years’ experience as CFO across multinational and government linked companies in aviation, logistics, education, banking and infrastructure. She has proven expertise in M&A execution, corporate transformation, resturcturing, governance and growth strategy.
Now, her focus is on consulting, advisory and board work, partnering with corporates, SMEs and non-profits to unlock value, strenghten governance and deliver sustainable growth.
She is also a partner trainer with the Institute of Singapore Chartered Accountants (ISCA) providing curated workshops on Coporate Finance, Finance Leadership and Governance.
Rahayu Binte Mohamad

Mdm Rahayu Mohamad is the Advisor of PPIS (Persatuan Pemudi Islam Singapura) or The Singapore Muslim Women’s Association, a Muslim women NGO with a mission to inspire women and strengthen families after serving as the President for three terms (2014-2020). She also serves on several other boards and councils including the Council for the Development of Singapore Malay / Muslim Community (Yayasan MENDAKI), The National Council of Problem Gambling, Council for Third Age, Lembaga Biasiswa Kenangan Maulud (LBKM), Masjid Kampong Siglap Management Board and in 2016, she had been appointed by the President of Singapore as a Council Member for the Islamic Religious Council of Singapore (MUIS).
Madam Rahayu has had more than twenty years of experience in the social sector, specifically working in the issues affecting women in the Muslim community. As one of the women leaders in the community, she sits at various boards and councils as part of her continuous work to proactively push for representations on committees that examined issues or legislation that would impact women.
She strongly believes in the development of the community; we need advocacy work for women. This leads to the formation of PPIS Research and Engagement Department (R.E.D) further underlying her commitment to support Muslim women in the changing social landscape of Singapore. This department supports PPIS’ active involvement in the recent amendment to the Administration of Muslim Law Act (AMLA) in 1966 as well as the 2017 Cedaw Coalition Shadow Report to the 65th Session of Cedaw UN Committee in Geneva last October.
Madam Rahayu believes in the development of the community, there is a need for a strong women voice. A voice of reason, confidence and quiet authority in advancing Muslim women’s socioeconomic status in line with the common goal of raising the community’s profile. To exemplify this commitment, Madam Rahayu was recently appointed as the Deputy Chairperson for the Women Department of the Regional Islamic Da’wah Council for Southeast Asia and the Pacific (RISEAP), a council serving the Muslim minorities in the region. She acts as one of the advisors to set the direction for the Muslim Women empowerment programs targeting young women leaders and activists in the region.
To date, holding a Masters in Curriculum and Teaching from NTU, and Honours in Law and Syariah from International Islamic University (Malaysia), she is a curriculum specialist as well as an Associate Lecturer of one of the leading institute in the National Institute of Early Childhood Education in Singapore, and a consultant to many of our local Muslim organizations. Internationally, she is one of the founding resource person to Jakarta International School and IQRA’ International Educational Foundation in Chicago.
